Stephen Osborne founded the International Research Symposium for Public Management as a conference series in 1996. The first conferences were held at Aston University in Birmingham, UK, before it held its first conference outwith the UK at Erasmus University in Rotterdam in 2000.

Since then, it has grown to be the largest and most influential global conference on public management. In 2006, the conference series was transformed into a new scientific society: the International Research Society for Public Management, with Professor Osborne as its Founding President. Since then IRSPM have been held around the world, including in New Zealand and Canada.

Its 30th Anniversary conference is to be held in Perth, Australia. Professor Osborne will present the opening keynote during which he will trace the evolution of IRSPM since 1996 and construct an agenda for the next decade, and beyond.
