Edwina Zhu has recently worked with third‑sector practitioners through a series of events to build their capacity for delivering public services.

Edwina delivered a workshop on long‑term evaluation for six grantee NGOs of the Early Relationship Funds.

She introduced the concept of the “public service ecosystem” and demonstrated how an ecosystem perspective can help third‑sector organisations better recognise the roles of their own teams and stakeholders in value co‑creation. This approach supports organisations to assess and communicate service effectiveness and implications across different levels and stages of delivery.

Edwina also facilitated practical exercises with the grantee NGOs to reflect on achievements and challenges in long‑term evaluation using the ecosystem lens.

November 2025

Edwina was invited by FreshSight, a student‑led social enterprise, to participate as a panellist at a public event.

She shared insights on the Scottish SME and Third Sector Action Plan and discussed how a limited understanding of the third sector within some local councils can undermine the participation of third‑sector organisations in public procurement, which in turn can hinder effective implementation of the Scottish Model of Procurement.
